The ending is a win, unless the defender can force the trade of rooks to reach a theoretically drawn bishop of the wrong colour ending.
The principal problem for the side with the advantage is that you rarely get the ending per se, ie pure Rook, Bishop and rook pawn vs Rook, and almost always get first the ending where the inferior side has a rook or knight pawn stopping the advance of your own pawn. That means you have to win the damn pawn, without trading rooks, before the 50 move rule gives the defender a draw.
My own game with Dean Hergott from the Canadian Zonal in 1994 was adjourned atleast 3 times over 3 or 4 days and if I remember correctly I came within 5 or 6 moves of the rule before I won Dean's pawn.
Since I did not have my eco ending books with me, or access to them, I had to reinvent the wheel, so to speak, and discover the correct winning method. I must have spent some 25 hours just on late night analysis before finding the very same method given in the eco. (I suspect there is only one winning method)
Anyway, it is a win, though a real tough one.
